Jinan Traffic Air Pollution Source Emission Reduction Research Project

    The Jinan Traffic Air Pollution Source Emission Reduction Research Project, led by Shandong Environmental Science Society, was successfully approved for in June 2015.

    This project was successfully applied for by SSES in conjunction with the International Cooperation Department of Department of Ecology and Environment of Shandong Province, Jinan Environmental Monitoring Station and Ricardo-AEA UK. The project aims to introduce advanced traffic air pollution control concepts and strategies from the UK, by establishing a transport model for Jinan, conducting traffic pollution source analysis, and prioritising a list of major emission sources, and proposing relevant measures and recommendations for traffic pollution control in Jinan based on the results.

    In 2014, SSES hosted the "UK Air Pollution Prevention and Control Policy and Technology Lecture" programme of the Provincial Administration of Foreign Experts Affairs, and invited Dr Geoff Dollard to introduce the UK air pollution prevention and control experience. Afterwards, we decided to use the UK's China Prosperity SPF to apply for the "Jinan Traffic Air Pollution Source Reduction Research Project" based on the current situation of traffic pollution in China, especially in Jinan City, Shandong Province.

    On 15-16 July 2015, a pre-project workshop was held at the Department of Ecology and Environment of Shandong Province, attended by Xie Feng, Deputy Director, who delivered a speech. Relevant departments of the Provincial Department of Ecology and Environment, Bureau of Ecology and Environment of Jinan, Jinan Environmental Monitoring Centre Station and other organizations attended the meeting. The meeting also invited the British Embassy in Beijing, the British Ricardo-AEA Consulting, the Provincial Department of Transport, Bureauof Transport of Jinan, Bureau of Ecology and Environment of Zibo and Bureau of Ecology and Environment of Dezhou, etc., to participate in the meeting. At the meeting, Ms Zheng Qi from the British Embassy introduced the UK's China Prosperity SPF and affirmed the efforts made by the SSES, the relevant departments of the Provincial Department of Ecology and Environment and the Bureau of Ecology and Environment of Jinan and Monitoring Station during the application process of the project, saying that they would actively support the implementation of the project; Lu Jie, Deputy Director of the Provincial Department of Transport, said that the research of the project was very important, necessary and meaningful for the traffic pollution control in Jinan, Dr. Geoff and Dr. Scott from Ricardo-AEA presented the project overview and technical research methods and discussed with the participants.

    In order to smoothly promote the project, we held monthly online meetings with Ricardo-AEA's project staff to communicate the progress of the project and solve relevant problems in a timely manner. At the end of March 2016, we organised a six-day study tour to the UK, funded by the SPF.

    The British staffs completed the analysis of traffic pollution sources in Jinan through modelling and put forward corresponding countermeasures and suggestions for the current situation of traffic pollution in Jinan. 28 April 2016, the British Embassy project staff, Geoffrey Dollard and Scott Hamilton from Ricardo-AEA and relevant staffs were invited to discuss the project results, as well as the application of the project results and the next step of cooperation.
